I think website host itself has a tracking system on how to recover lost or hacked accounts through filling up the provided request they made.

I just realized this morning that my email address had been hacked into. I’m devastated as there’s a ton of important information in my email that I’m scared of other people having (paypal, ebay, bank, passwords, etc)
I don’t even understand how hotmail was hacked. Wouldn’t they have better security than that?
