Few days ago Mozilla Wiki was updated with screenshots of Unfinished Mockup themes for Firefox 3.7 on Windows Vista and XP.  Mozilla definitely want to get outbox design changes for Firefox 3.7 and initial screenshots are very impressive even though minor changes in UI.
